People can have different developmental goals. What may be development for one person may result in destruction for the other person.

Conflicting goals mean that development goals of a particular person or group is harmful and opposite to another persons development goals.

For example To get more electricity, industrialists may want more dams. But this may submerge the land and disrupt the lives of people who are displaced - such as tribes. They might resent this and may prefer small check dams or tanks to irrigate their land.
