The pressure of oxygen in the atmosphere is less when we move onto the higher altitudes so the body produces more number of RBC in order to increase the absportion of oxygen from the atmosphere and to prevent the person to suffer from lack of oxygen.

More RBCs in the body support to collect enough amount of oxygen for the body. So they have red cheeks. But the people living in low altitude have enough oxygen so they need less rbc to collect oxygen
