It is because to breathe in more oxygen the human body needs to increase the breathing rate. Thus more RBCs are produced in the body. Whereas, people who lives in the plains have plenty of oxygen in the air. So they do not need to breathe more in order to serve oxygen to their body. This is why they have lower count of RBCs in their blood.
