well...Mebbin is a smart and cunning lady.
as she got 2 know that Mrs. Packletide didn't kill the tiger, she took an advantage and blackmailed her.
This was an opportunity for her to ask Mrs.Packletide what she wished for.
She took an advantage and bought a cottage with packletides money.
