permanent settlement was the Grand contract between the East India company and the Bengal land holders-zamindars and independent talukdar which laid down a new system of revenue administration in the state of Bengal Bihar and Orissa. Through this policy, the East India Company tried to achieve the following objectives:
to ensure a minimum revenue for the company so that its trading activities should not be hampered,
to develop a system that would promote the agricultural production;
To create and intermediary class of Indian revenue collecters by forging an alliance between the zamindars class and the company so that the responsibility for both the agriculture production and revenue collection should rest on the zamindars instead of the company;
To direct the energies of the company officials to other spheres of Administration.
