If you let x to be the total distance,

Peter ran  two-third (2/3) of x or  d1= 2x/3  at a rate of 4 km/hr

And ran remain  x - 2x/3 or d2 = x/3 at a rate of  5 km/hr

Total time is 1 hr 24 min = 1 hr + 24 min*(1 hr/60min) = 1hr + 2/5 hr = 7/5 hr

d1/4 km/hr +d2/5 km/hr = 7/5 hr

         (2x/3)/4 + (x/3)/5 = 7/5
