Peter is driving at constant velocity when he suddenly moved his car to the left lane. Did he accelerate his car?

Sure he accelerated the car.

Acceleration is a vector quantity, i.e., it depends upons both magnitude and direction. Though velocity was constant initially, but as he moved the car, the velocity changed. Or, acceleration is observed.
