Petrol tankers along the highways often have metal chains attached that drag along the road . Explain the reason for this .

To bleed off the accumulative electric charge that is caused by the vehicle's movement and as well the less likely occassional lightning charge that may strike the vehicle. Exiting an auto, you may receive a considerably smaller zap.
