it is because .. Movement of vehicle on road produces electric charges and hence sparking due to rubbing of tyres on road which is very dangerous since petrol is very inflammable. Metal chains that drag along the road helps in absorbing these dangerous electric charges produced by vehicle's tyres.

we know that when two bodies are rubbed with each other or interacting with each other they will get electrically charged. hence vehicles over they road get charged by continously rubbing with air and get accumulated charge on it's surface but by using of a metallic chain this charged is leaked to earth.
