HCl liberates more H+ ions while in contacts with water as compared to acetic acid so HCl is a strong acid but Acetic acid is a weak acid. Even the concentration of hydrogen ions lowers the pH.

pH or the strength of an acid depends on the acid's ability to get dissociated into H+ ions in water or in aqueous solution

Hydrochloric acid has the ability to get completely dissociated into H+ ions in water whereas Acetic acid can only partially get dissociated into H+ ions in water

So,HCl is strong acid and CH₃COOH is a weak acid

If a acid's pH is lesser or closer to 0 then it is considered to be a strong acid and a weak acid if it has pH for 3-5

So, pH of hydrochloric acid is lower than acetic acid
