NH3 forms H-bond with water so it is soluble but PH3 does not so it remains as gas and forms bubble with water.

Hey !!
NH₃ forms hydrogen bonds with water and hence is soluble in water. But PH₃ cannot form hydrogen bonds with water and hence is not soluble in water. It escapes gas.
