Phenol can not be converted to chlorobenzene by reacting with HCl as hydroxyl group in phenolis bonded to sp2 hybridised carbon. There is partial double bond character between C(sp2) and Hydroxy group due to resonance. ... Hence with HClthe reaction can not be carried out.
