In phenol, hydroxyl group is present as a functional group which is highly polar in nature. Due to this, phenol molecules are associated strongly by means of hydrogen bonds.

Considerable amount of energy is required to be supplied to boil phenol comparatively.

On other hand,in case of toluene, hydrogen bonding is absent. Thus due to weaker interaction between molecules, toluene records low boiling point than phenol.

Bcos phenol has carbon - oxygen bond and toluene has carbon -

Carbon bond so carbon oxygen bond is much much more difficult to break as compared to carbon - carbon bond therefore phenol has a higher boiling point than toluene
