The photoelectric effect takes place when a certain intensity of light or radiation falls on a certain material such that the electrons from the surface of the materials can absorb the energy from The Light that is incident on it and get energized enough to start moving thereby producing current.

Not all materials are photoelectric but there are certain special materials whose electrons are so bounded that the energy from the light or radiation can be absorbed by these electrons to jump into higher levels.
