Surface tension is the property of the liquid by virtue which the free surface of liquid at rest tends to have minimium surface area and as such it behaves as if covered with a stretched membrane .
Therefore surface tension of liquid is measure as the force acting unit length of line imagined to be drawn tangentially anywhere on the free surface of the liquid at rest . It acts at right angles of this line ib the both the sides and along tangent to the liquid surface .

The liquid molecules which are below the surface are in equilibrium.  The liquid molecules which are at the surface are attracted by other molecules in downward direction. So, a force is originated to balance the surface molecules which is equal but opposite in direction to the downward force. This force is called surface tension.
