Pi is an irrational number and it never be written as p/q form then why pi is defined by the ratio of circumference and diameter?

Pi isnt rational we take its approx value as 22/7.
The concept that it is ratio of circumference and dia is that the measure of circumference and diameter cant be tken 100% accurate so the measurements are always irrational so irrational/irrational is also irrational. so pi is irrational
