In case of BF3 octet of Boron is not filled.

So it shows tendency towards the formation of co-ordinate covalent bond by accepting electrons from other species. It acts as electrophile.

On the other hand in case of ammonia and water the central atom of both molecule has great density of electron on it. So it doesn't show tendency towards acceptance of electron rather it acts as a nucleophile due to its crater available electron density.
