In 1980 supreme court made a PIL(Public Interest Litigation).

According to PIL, any indiviual or organization can file a PIL in high or supreme court on those whose rights are being violated.

That's why PIL is called as weapon for poor.

Yes we can say that PIL is tge weapon for poor because it introduce for only that people . PIL means public interest litigation which allow the person who want appeal in court but they don not have enough money to buy the lawyer so by the PIL they can trial in the court .
