it is because when it is moving in circular path centrifugal force acts on the water which is direcreted away from the the centre and is equal to mv^2/r
thats why water spills out.

Answer:

When we turn around with water filled tumbler in our hand we are not moving the tray but moving ourselves.When we turn around, the centrifugal force is exerted both on us, and the tray.

The tumbler which is in contact with the tray also starts moving along with the tray but the water placed in the tumbler remains in rest due to inertia of rest ,hence the water spills out of the tumbler.
