I'm not entirely sure with this, I'm just trying to mix what I know of geography with common sense so here we go:
Well for starters, India is a newly emerging economy, meaning its development economically is still growing. By planning resources we could somehow ensure that development does not stop, or is at least effected.
Resource planning for things such as natural disasters is vital as it can lessen the primary and so secondary effects of the disaster. Planning resources in this way can shorten the length of time the country spends in a bad state and get the country back to normal faster. This may also make the country less dependent on aid from other countries. It can also reduce the numbers of deaths and injuries caused by the disaster
Planning resources can be good for poverty. Schemes such as the building of high rise apartments in Mumbai to help reduce poverty in the slums of Dharavi can be useful. However be careful with this one as schemes like this have advantages as well as significant disadvantages
