Plant produces seeds but a new potato plant does not grow from seeds why?

because Potato plant grow from roots as potatoes are roots and are sown in fields which develope into plants.

potatoes are usually grown form the tuber(axillary bud) through vegetative propagation.They can also be grown from seed but its not done mostly i guess.
