Because over logged water fill the gaps within the soil through which it can use environmental air (as oxygen)

Also, in drought the needed amount amount of water is not satisfied by plants

plants die water logged condition because soil gets fully saturday with water which leads to the roots and prevents carbon dioxide to diffuse away.
