No, but all flowering plants produce seeds (except those that reproduce only clonally). Flowering plants are a subset of seed plants, and other seed plants (the gymnosperms, includingconifers and cycads) do not have flowers.

gymnosperms
Explanation:
- Gymnosperms are any kind of vascular plant that replicates by means of an uncovered seed. While most blossoming plants, known as angiosperms, have a seed encased in an ovary or organic product, gymnosperms (which signifies "exposed seeds") don't have covers on their seeds.
- Pinus is a gymnosperm plant. Ovules of Pinus are revealed which lie on the megasporophyll, henceforth, these plants don't have blossoms. Nonetheless, it produces seeds (from ovule after treatment) like the other three plants referenced, which are all angiosperms.
