:Plastic is a poor conductor of heat because it has no delocalised electrons which aid in thermal transfer. It is thus an insulator. The number of delocalised electrons in a substance determines its ability to transfer heat.

plastics are poor conductors of heat and electricity, this is because take for an example..
if we touch an open switch by our hand we will get shock but if we touch switch with our hand using plastic glove we didn't get a shock.
It's due our hand is an conductor and plastic is an insulator.
