The rule to change simple past tense sentence into passive voice is Object +Was /were +V4+Subject

The given sentence is in simple past tense and to change into passive voice we should follow the above given structure (O+Was/were+V4+S)...therefore,

Option C(They were seen quarrelling )is correct because sometimes it is not necessary to add By +Subject in the end of sentence.
