Given, a= 2 and b= -2

Let's substitute the value in the given equation

a^{2} + {b}^{2} = {2}^{2} + ( - {2}^{2} )

 = 4 + 4

Since

 { - 2}^{2} = - 2 \times - 2 = 4

Therefore

 {a}^{2} + {b}^{2} = 8

The answer is option B

Hope it helps :)
