Yes it is true because what may be development for one it may be destruction for the other.

Everyone have different ideas and opinions about the development. The construction of a dam is the development for the farmers and industrialist but it will be destructive for the people who will be displaced from there. Take the another example that the selling of crops at high rate will be development for farmers whereas it will be destruction for ordinary men.

So, everyone have different ideas, goals and thought about development. So, in a case if a certain thing is development for some people at the same time it will be destruction for other people.

1) The Dutch speaking who were majority in the country got benefits of economic development much later, widening the gap between the two communities.
