Is every matter said to be in motion all the time becuse of the presence of the particles in them which are always in constant motion?

The answer is yes. Absolute rest is possible at the absolute zero temperature. Till date, the absolute zero temperature is not achieved.

every matter is not said to be in motion even though the particles in it move BUT the object does not move
let's take an example:-
a person moves in a car,so to him a tree will be in motion with respect to him but actually the tree is not in motion with our veiw
so every matter is not said to be in motion but with persons point of view or with respect to the observer it is said to be in motion
hence , mostly no.
