A vacuum cleaner works by removing some of the air inside it's collecting bag. This reduces the air inside the bag. So, the air pressure outside is more than the air pressure inside it. The increased air pressure on/inside the vacuum cleaner pushes air into it, taking dust and bits of dirt along with it.
