13. In a single elimination tournament the number of bracket positions must be a power of 2. ( 2,4,8,16,32,64 …..etc).

If 19 teams are participating the bracket is drawn using a 32 place bracket. Thus the number of byes is 32-19 or 13.

For tournaments which have “play-in” games such as the NCAA basketball tournament a semetic trick is used. This is not really a 64 place bracket with one or two games being played to fill the 64 team bracket, but a 128 team bracket with 63 or 62 teams receiving what I would call “silent byes”.
