 {2}^{ - 5}  \times  {2}^{ - 3}  =  {2}^{3x + 1}

Bases are same.... we can equate the powers...!!

( - 5) + ( - 3) = 3x + 1 \\  - 5 - 3 = 3x + 1 \\  - 8 = 3x + 1 \\ -3x = 1 + 8 \\ -3x = 9 \\ x =  \frac{-9}{3}  \\ x = -3
