A) In the 1990 constitution, the power was vested in the King and his Council of Ministers.

In the 2007 Interim Constitution of Nepal, the power was vested only in the Council of Ministers (which made Nepal a democratic country).

B) The 2007 Interim Constitution of Nepal is any day better than the 1990 Constitution. The sovereignty and ruling power rest on the people. there is religious secularism. This constitution authorises the Prime Minister, chosen by the legislature as the chief executive. The National Human Rights Commission has been recognized by this constitution. In other words, this constitution enshrines the parliamentary democratic system of government.
