HClO4 is the answer because it's a strong oxyacid not a strong acid ( Actually I'm not really sure with the reason cause I've never come across the compound HCLO4 )

HClO4 > HBr > H2SO4 > HNO3. HClo4 is the weakest acid because according to activity series, Hclo4 has high acidity which indicates that it is a weak acid.
