1) the most vulnerable groups are the rural agricultural labour households and the urban csual labour household.
2)a person is supposed to be a poor, if he is landless,agricultural worker,urban casuAal,labourer,victim,of chronic indebtedness,poor health, hunger,starvation,malnutrition,unemployment, having bigger size of family,helpless and hapless. 
states having high povrty %-orissa,bihar,assam,tripura,and UP.
states having low poverty %-kerela,JandK,Andhra Pradesh,Tamil Nadu, West Bengal.
3) schedule tribes, urban casual labourers and agricultural raural labourera are the poorest of the poor. Sometimes the victims of the natural calamities are also the poorest of the poor
Minimum Needs Programme-Under this programme the articles of the basic necessities are provided at the cheapest possible rates and certain social services are also provided free of cost to the poor masses.the govt. should implement more effectively the minimum needs programme.
4) causes of poverty are-landlessness,unemployment,size of families,illteracy,poor health/malnutrition,child labour, helplessness.
50 Poverty and unemployment are inter related. A person may be poor because he is unemployed.It is also possible that he is unemployed, because he is poor.The povrty deprives people from good education and health, so they are not in a position to find suitable job.The seasonal and frictional employment is also responsible for poverty.
6)Poverty line differentiates between poor and non poor.Those who are placed below the poverty line are poor those who are above the poverty line are non poor.
7) Certain sections of people such as widows,orphans,physically handicapped,scheduled tribe,and castes are vulnerable to poverty.
