Explanation:

Nepal is a democratic country now. It was not a democracy before 2006. It was a monarchy then. On 24 April 2006, the king was forced to accept the demands of the protestors. Girija Prasad Koirala was elected as the Prime Minister of the country by the Seven Party Alliance. The powers of the king were taken away by the Parliament and Nepal again became a democratic country.

Saudi Arabia is a monarchy. Elections are held at local level but women do not have the right to vote in these elections. Thus, Saudi Arabia is not a democratic country.
