A. Ventricles have to pump blood to far away distances like toes of feet or to the brain against gravity whereas atria have to pump blood just to the next ventricles, so ventricles have thicker walls than atria.

B. Arteries have thick elastic walls because the heart first pumps blood to the arteries. Therefore in order to withstand the extremely high blood pressure, they have elastic walls.
