one root is given

x = -3/2

substituting in the equation

2(-3/2)^3 + 9(-3/2)^2 - (-3/2) -a = 0

-27/4 + 81/4 + 3/2 - a = 0

(81-27)/4 + 3/2 - a = 0

27/2 + 3/2 - a

a = 15

hope it helped you
