Human development is a very important criteria as it serves the people of any state.If the people of state will be developed then the state itself be called as developed. As you have been studied in class 9th that the most important resource amongst is human resources so it serves the people of Kerala.

Haryana has better per capita income but it is not telling if all the people are developed ,all people is not disease free, all are not getting public Facilities ,all are not rich but it is not with kerala .Thus it tells that per capita income is not important criterion for measuring development .
