The sum of two sides of a triangle should be greater than it's third side. In the first case, it's smaller and hence we cannot construct the triangle.
The difference of two sides of a triangle is smaller than the third side. Hence, in second case we can construct a triangle.

If Ac +bc=5 acc to triangles sum of 2 sides must be greater tgan 3rd side so this will be violated as one no. Will be less than 5
