They didn’t take any steps and never made or had a hope in hell of making Russia socialist . If the bolsheviks existed today with over a hundred years of industrial development socialism would still be impossible . The best the bolsheviks could have done was advocate socialism and try an educate the people what socialism is , this obviously they didn’t do , power was the overwhelming factor and any thoughts of anti-statism had to be quelled

On Nov 7,1917 Russia's balshevik revolution took place as a Force led by Vladimir Ilyich Lenin overthrew the provisional government of Alexander kerensky. The provisional government came to power after the feburary revolution resulted in the Russian monarchy in March 1917. Nov7,2011
