For the first half of his journey, ratio of his actual speed to planned speed was = 13:17
Now,if he wanted to reach according to what he planned, the ratio of his actual speed to the planned speed should be = 17/[17+(17 - 13)] = 17/[17+4] = 17/21 =17:21

If helps, please mark it as brainliest ^_^
