The following picture tells us about the conductivity of water
Picture 1 the solution A is distilled water which doesn't contain any ion and hence don't conduct electricity thus the circuit remains incomplete and hence bulb doesn't glow
Picture 2 the solution B is tap water which has many impurities and hence has free ions and conducs current thus circuit becomes complete and bulb glows
