Let the two digit number be xy.

x-y=3....(1)

10x+y+10y+x=165

> 11x+11y=165

> 11(x+y)=165

> x+y=165/11

> x+y=15...(2)

By substitution method;

From eq.(1)

x=3+y

put this value of x in eq.(2)

3+y+y=15

> 2y=15-3

> 2y=12

>y=6

so, x=6+3=9

Hence, number is 96.
