the question is corresct

let the other point of the diameter be (x,y)

the point 1,-3 is the mid point of the diameter because diameter is bisected by the center of the circle

by using midpoint theorem

[(x+4)/2] = 1

(y-1)/2 = -3

x+4 = 2

=> x = -2

y-1 = -6

=> y = -5
