Reading of more than 200mg/dl indicates diabetes.so absolutely the given graph doesn't indicates normal blood glucose level.

b. Insulin and Glucagon secreted by beta cells and alpha cells of pancreas helps in maintaining normal blood glucose levels.

Glucagon stimulates glycogenolysis(breakdown of glycogen into glucose) and reduces glucose uptake hence it is called hyperglycemic hormone.

And insulin on other hand stimulates glycogenesis(process of glycogen synthesis) and enhances glucose uptake and hence called hypoglycemic hormone.

Thus both hormones regulate blood glucose level.
