Ids Used:-

\\ \\ \tt\longrightarrow x  {}^{0}  = 1. \\  \\ \tt\longrightarrow x {}^{ - 1}  =  \dfrac{1}{x} .\\ \\

Where 'x' is some integer.

So lets simplify the given expression:-

\\ \\ \tt\mapsto[(7) {}^{0}  + (4) {}^{ - 1} ] \times  {2}^{2} . \\  \\ \tt = (1 +  \dfrac{1}{4}) \times  {2}^{2}. \\  \\   \tt[using \:  \: above \:  \: ids]. \\  \\ \tt = ( \frac{4 + 1}{4}) \times  {2}^{2} . \\  \\  \tt[by \:  \: taking \:  \: LCM]. \\  \\ \tt =  \frac{5}{4}  \times  {2}^{2} . \\  \\ \tt =  \frac{5}{\cancel4}  \times \cancel4. \\  \\ \tt =  \frac{5}{1} . \\  \\ \tt = 5.\\ \\
