Zero error means that when you bring the two prongs (that's what I call those two long things sticking out) the zeroes on the main scale and the vernier scale do not coincide. If the zero on the vernier scale is to the right of the zero of the main scale, the error is positive. If the zero is on the left side of the main scale, the error is negative. You must subtract the error (taking its sign as positive or negative, according to what the question says) from the given reading, to make it correct.
Here, the reading is 1.4 mm and the error is +0.2 mm, so the correct reading would be 1.4-(+0.2) mm, which is 1.2 mm.
