Yes, the triangles are congruent because they are showing RHS congruency criteria.

As

\tt \star \angle OEB = \angle ODB = 90^0 \\ \\\tt \star OE = OD \ \ \ \  (equal \ \ sides) \\ \\ \tt \star OB = OB \ \ \ \  (common \ \ hypotenuse)

So, by RHS congruency triangles OEB and triangle ODB are congruent
