Explanation:

1) We will identify water by using litmus paper in dilute NaOH red litmus paper will turn blue, this means dil. NaOH is a base and in HCl blue litmus paper will turns to red, this indicates HCl is an acid. but in water litmus paper will not change it's colour as it is neutral.

(b) solution P and R will show neutralisation reacts.
