a) No, the two solutions have different concentrations.

b) Mass %= mass of solute / (mass of solute +mass of solvent)  ×100

Mass % = 10 / (100+10) x 100

= 10 / 110 x 100

= 9.09%

Mass % = 10 / 100 x 100

= 10%

∴ Both have different concentrations.
